So the tool rounds to the nearest one and says "about." The decimal cup number above it isn't rounded that way; it shows up to four decimal places.

Which cup should I use for a recipe from another country?

Match the cup to where the recipe was written. US recipes use the 236.59 mL cup. Australian, New Zealand, Canadian, and South African recipes use the 250 mL metric cup. Older British recipes that say "cup" usually mean the 284 mL imperial cup, though most British recipes are written in grams. Japanese recipes use a 200 mL cup, and a rice-cooker cup is smaller still, at 180 mL.

Does it matter if the ingredient is liquid or dry?

Not for the conversion. Milliliters and cups both measure volume, so 125 mL of flour and 125 mL of water are both 0.53 US cups. What changes is the weight: 125 mL of water weighs about 125 g, while 125 mL of flour weighs roughly half that.
